How to apply HKSAR passport and ID card for new born in Japan

Japan Specific Steps


Brief Steps:

Before baby birth

1) go to Chinese Embassy get a set of forms. All these forms are from HKSAR. Chinese Embassy just give it to you and do a minimum validation when you summit them later. Note that Chinese Embassy for handling application only on weekdays morning 9am - 12am. Getting the forms may takes you 30-60 mins.

2) Partially fill out the forms.

After baby birth

3) Get a certificate from hospital

4) Go to Ward Office with the certificate. You can apply a birth certificate, a registration certificate and alien card for your baby with this hospital certificate. Ward Office close at 5pm weekdays and have lunch break. It would take an hour to do the 3 applications.

5) Tricky part is taking passport photo for your baby. Specification in:

6) No need to do finger print stamping on the forms for new born. No need to stick/clip the photo on the form. Not even write anything at back of photo. Better put the photo in a small transparent bag an summit together with the forms.

7) Complete the forms and make copies of various documents as specify by Chinese Embassy. There is a choice of payment ( in HKD ). Detail charges are listed in ID852. In Form ID853, you have a 3 choices of payment method:

i) a cheque from a bank account in HKSAR

ii) a bank draft drawn on a bank in HKSAR

iii) referee in Hong Kong

For (i) and (ii), better use HKD cheque/bank draft as they are less flexible in exchange rate

if (iii) is used, HKSAR imigration depart will mail payment letter to the referee when they start to processing the application.



8) Summit the forms to Chinese Embassy. Be prepare 2000 yen fees for postage. Chinese Embassy will issue a recipt of this 2000 yen and you need this recipt for getting the Passport and ID card when the Postport and ID card are ready.

9) Do a regular weekly check with Immigration Department, the Government of the HKSAR - overseas application section.
